ATLAS.ti v8 available for Windows workstations

For now, the new version will be installed alongside the older v7 version to centrally managed Windows workstations.

At some point v7 will be left out so users should start new projects with the new v8 version if possible. The new version should be able to import projects from v7.

To avoid confusion, the old shortcut for v7 will be removed from the root level of Windows Start menu. Both versions will be found in the "Scientific Software" subfolder in the Start menu.
